DDL Urban Congestion Indices

Dataset: congestion
Package scope: Parent agglomerations covered by the 2019 source-city sample
Dataset version: v0.3.0

Contents
- ddl-congestion.parquet: one row per urban agglomeration
- ddl-congestion.csv: the same rows as text
- This README

Schema
- id: UGC city identifier.
- version: Boundary version used for the match.
- traffic_year: Year of traffic data measurement.
- congestion_index: Demeaned log of the congestion factor. Negative for most cities because it is demeaned, not because those cities are faster than free flow. Zero is the sample mean city.
- speed_index: Demeaned log city fixed effect for speed. Zero is the sample mean city, not a speed.
- uncongested_speed_index: speed_index + congestion_index, exactly. Measure of the city's speed at free flow, on the same demeaned log scale.
- speed_index_sd: Dispersion of speed_index across contributing source cities. Zero on single-city rows.
- mean_speed_kmh: Mean speed averaged from measurements taken throughout the day.

Notes
- 1,086 agglomerations, built from 1,152 source-city assignments, vintage 2019.
- congestion_index and speed_index are DEMEANED LOGS. Zero is the sample mean
city, not free flow and not a speed. Most cities are negative because of the
  demeaning.
- uncongested_speed_index = speed_index + congestion_index, exactly.
